The Hornsby Local Strategic Planning Statement sets out the 20-year vision for land use, the special character and values that are to be preserved, shared community values; and how Hornsby Shire Council will manage growth and change. The LSPS provides the link between the State Government’s strategic plans and Council’s local land use plans and guidelines. The LSPS forms part of Council’s Integrated Planning and Reporting Framework, providing an important link with the council’s Community Strategic Plan “Your Vision Your Future 2018”.
The LSPS provides an understanding of the current planning context for Hornsby Shire under the themes of Liveable, Sustainable, Productive and Collaborative. It examines how expected changes in its population over the next 20 years will influence how it provides for its community. The planning priorities identified within the LSPS will help guide land use decisions and earmark changes to its local land use plans, strategies and policies over the next 20 year. ?
The key focus areas of the LSPS will address includes; places that may change in the future, areas of special character and importance to the community, planning priorities for Hornsby Shire and issues of particular value and how they will be addressed in Council’s land use plans.

Willoughby City Council
The Willoughby LSPS sets a 20 year vision with priorities and actions for land use planning in the Willoughby Local Government Area. This vision considers the economic and social needs of the Willoughby community and how they will change in the future, as well as how to protect and improve Willoughby’s natural environment. To achieve this, the LSPS addresses what should stay the same and what will need to change in Willoughby’s housing, centres and environment in response to local, metropolitan, national and global challenges and trends.
Council engaged early and extensively in the LSPS planning process through the development of background planning studies and strategies. This LSPS brings together and builds on community feedback received over the past 2 years during the development of Willoughby Council’s Community Strategic Planning directions including the Draft Local Centres and Housing Strategies and Chatswood CBD Planning and Urban Design Strategy. The LSPS has also incorporated over 7,000 comments, thoughts and ideas from people across Willoughby City that were synthesised to develop the community priorities and aspirations and form a Vision for Our Future Willoughby 2028 and Draft Our Green City Plan 2028.
The LSPS reflects the vision and strategies of Our Future Willoughby 2028 and actions in Council’s planning strategies and delivery and operational plans.
