Property Council WA welcomes simpler planning system


The property industry has welcomed Planning and Transport Minister Rita Saffioti's Action Plan for Planning Reform, which promises to create a planning system that delivers good outcomes and great places, is easy to understand and is consistent and efficient.

Property Council WA Executive Director Sandra Brewer said the industry has struggled with planning complexity which creates confusion and delays, all of which add needless, extra expense.

"Anything that removes impediments and lowers the cost of development and creating great places will resonate with our members," Ms Brewer said.

"Creating better communication between Main Roads and planning authorities will yield immediate improvements.

"We are delighted the State Government will take a wholistic, consistent approach to development and infrastructure along urban rail and transport corridors such as the Armadale and Fremantle rail lines and Stirling and Canning highways, where these strategic transport routes cross council boundaries.

"A co-ordinated approach on this is critical, with Infrastructure Australia's audit (released today) warning that costs of congested roads and over-crowded transport systems will double unless governments do more than just play catch-up.

"We are also pleased the State Government will abolish the need for small businesses to apply for change of use for shops and premises in town centres. This is a significant red-tape impost on small businesses and building owners.”

Planning and Transport Minister Rita Saffioti today outlined the State Government's plan to ensure the system responded to community and industry concern about inconsistency and red tape. She outlined plans for development assessment panels that she said will ensure robust consistent decision making and increase community confidence.

Parliamentary Secretary John Carey said the changes, as well as Design WA moves, were designed to foster business opportunity and street activation rather than discouraging it.
